REPORTS TO: Director of Instructional Services
POSTION SUMMARY:
To improve Kindergarten achievement by performing a variety of roles, including planning, organizing, coordinating, supervising, and evaluation activities and services associated with the Kindergarten Readiness Partnership and Innovation Grant.
CONSIDERATIONS:
Must be bilingual English/Spanish. Temporary grant funded position.
MIMIMUM QUALIFICATIONS:
- Bachelor’s Degree in related field.
- Minimum of two years’ experience in positions involving: project management; organizing activities or programs; working with families; supervising/implementing early childhood education programs; facilitating meetings; working with volunteers; networking with early learning programs and providers, elementary schools, and social service providers; and family support programs and agencies.
- Experience with early childhood education programs.
- Background and Criminal History Clearance
- Demonstrates high level of communication skills and meets District standards for oral and written language proficiency in English, and if applicable, in Spanish or Russian.
- Skill in leadership and facilitation of work involving colleagues and administrators, including problem solving, group process, conflict resolution, and evaluation.
- Excellent organizational skills for effectively managing multiple tasks.
- Demonstrates ability to work independently as well as collaboratively on a team.
- Ability to understand and follow oral and written instructions.
- Knowledge of early Childhood Education programs, delivery systems and resources in Marion County.
- Knowledge of family engagement and early literacy concepts.
- Knowledge of State and non-profit grant management.
- Such alternatives to the above qualifications as the Board or administration may deem appropriate and acceptable
ESSENTIAL FUNCTIONS:
- Communicates effectively in English in both oral and written form.
- Communicates effectively in Spanish or Russian (if assigned) in both oral and written form.
- Meets regularly with district and site administrators of collaborating schools and school districts to discuss needs, share information and advice, and assess future direction.
- Plan, assign, and coordinate the work of volunteers and staff from partner organizations.
- Provide reports to assure compliance to standards and measure results.
- Works with supervisor and Early Learning Hub (ELH) to develop goals, objectives, work plans, and timelines for this grant, including regular program evaluation and improvement.
- Works with ELH Early Literacy Collective Action Team, K-3 and Pre-K educators in developing and implementing an instructional framework that aligns preschool education with the Common Core State Standards.
- Develop effective kindergarten outreach plans and coordinate kindergarten readiness events with community providers/partners in collaboration with ELH Parent Engagement and Education Coordinator and partnering schools.
- Works with partner agencies to identify families with pre-kindergarten age children who are not attending a pre-kindergarten program and develop messages and services to assist these future Kindergarten students and their families in getting ready for school.
- Recommend, plan and organize appropriate staff trainings, including Pre-K and K-3 professional learning community meetings in collaboration with partnering schools.
- Planning and overseeing program budgets in cooperation with supervisor and ELH.
- Developing needed forms, brochures, and files and procuring supplies needed to meet the operational needs of the grant.
- Serving as a liaison between teachers, administrators, agency staff, community partners, program participants, and the public in the coordination of the grant programs and activities.
- Providing or supervising the training for data collection needed for state and grant evaluation; responsible for scheduling, collecting, and reporting required data.
- Organizing and preparing reports and other correspondence as required by the ELH and the Oregon Department of Education Early Learning Division
- Partnering with ELH and school staff to develop a community engagement plan including creation of materials and information, recruitment of volunteers and contacts with the media.
- Representing the Kindergarten Readiness Partnership and Innovation Grant at local, state, and national meetings and conferences as requested.
- Performing related duties consistent with the purpose of this program.
- Supervises and directs department personnel in collaboration with school and district administrations.
- Responds to questions and other information requests from parents, participants, public, staff, and administration.
- Develops and submits reports as required by supervisor.
- Follows all safety rules and takes all reasonable precautions to provide a safe and secure working environment for all department employees.
- Demonstrates support for District Core Values, District Mission, District Strategic Plan, and Schoolwide Improvement Plan.
- Establishes and maintains a positive and respectful learning environment and working relationship with students, staff, administration, parents/guardians, and community members.
- Assists parents and community members as needed.

- Actively seeks out and participates in professional development activities designed to improve professional competence.
- Participates in various meetings for the purpose of receiving information or sharing information and expertise with students, colleagues, and parents/guardians.
- Holds expectations for high performance of self and supervised staff.
- Assesses results of performance for improvement on a regular basis.
- Demonstrates computer literacy and operates software programs as related to job responsibilities.
- Maintains accurate, complete, and confidential records as required by law and District policy and regulations.
- Maintains the integrity of confidential information relating to a student, family, colleague, or district patron, and uses or relays academic, social, or personal information only in the course of performing assigned responsibilities and in the best interest of the individuals involved.
- Follows all laws, District policies, rules, regulations, memos, announcements, and reasonable requests by proper authority.
- Adheres to the same ethical standards as in Teacher Standards and Practices Commission (TSPC) Standards for Competent and Ethical Educators.
- Maintains regular attendance at work and work activities, and is punctual in meeting deadlines, attending meetings, and following schedules.
OTHER REQUIREMENTS:
- Criminal Justice Fingerprint Clearance
- The employee is expected to be dressed and groomed in a neat, clean, and appropriate professional manner for the assignment and work setting.
- This position is performed primarily indoors in school buildings and offices, although some outdoor work or supervision may be required.
- In cases in which the employee is required to travel between sites, the employee is responsible for his/her own travel and will be reimbursed for approved mileage.
- Evening and/or extended work hours or days are often required.
- Possible exposure to bodily fluids due to student or employee illness or injury.
- May be required to obtain a First Aid and/or CPR Card and serve as a Delegated Caregiver and/or Designated First Aid Provider.
- Occasionally performs other duties as required by supervisor.
TERMS OF EMPLOYMENT:
Current work year of approximately 191 days.
